I was under the impression usually a 3 or 4 pack of singles was sent to radio stations upon album release.

No, maybe its like that for some bands, but Alter Bridge decides their singles one at a time. It was only within the last 2 weeks or so that they decided for Achilles to be the next single. All this time, Addicted to Pain was the only single from Fortress.

Sounds unusual to me. If they want this to truly get big, it'll take a bit more effort than just releasing it as a single.
